"device unknown id or not online"

hey guys,
a mate is trying to register a brand new Neo and is getting this message on the vstabi registration web page.
also, when the device is connected to the pc, a window pop ups (on the pc) mentioning a boot file and a vbar.id file.
what does it mean, please? how to proceed?

thank you very much. we've found the cause. it is a mate trying to register his neo via his pc.
it happened that a few weeks ago i used his pc to set up my neo and, unfortunately, i left my keyfile in his folder. he replaced my keyfile for his and it is working now. maybe the message could mention "incorrect keyfile" so we can find the solution faster.
