NEO express non vlink won't connect to vstabi

Bought new in box NEO express not vlink and it won't connect to Vstabi.
Unit is registered in my name, key file is in proper folder.
Unit will connect to register on control manager 2.1 but will not connect (red) to Vstabi 6.3.1 pro rescue version.
Vbar express firmware 6.4 is current on the NEO.
Tried on 3 computers, 2 PC's and 1 MAC.
Currently at IRCHA and no MIKADO support here. Most guys run Vlink and haven't used computer in years.
Computers were tethered to Cellular. Also tried on local wifi and didn't work.

Any suggestions? Thanks.

IRCHA flying site is always one of the worst place to update - never thought this, but it is a horrible internet connection there.

Go to the AMA office building, they have AC and a free and well working WiFi ;-)

As Vinger said, check Driver, then check Boot Plug and also - is the NEO powered up?

yes, NEO powered on.
wifi is good...plenty of bandwidth with tether.
drivers are installed manually and directed at proper folder.
boot plug is installed...

no connection still

Okay - please run with boot plug in updater (manager) screen, add a screnshot so i can see what the tool does - also the serial number.
