Limit is the "Hardborder" of the physical Throw.
Throw is a multiplier of the input.
E.g.
T=100, L=100, I=87
Output=100*87 =87
T=100, L=100, I=110 (e.g some adding mixers before)
Output=100*110 = 110 but Limited to 100. So full deflection will be reached earlier here.
