I fear the electrical connection between rx sat and main board may be broken. The flashing indicates the VBar initializes, then goes into bind mode (or tells that no receiver is detected)).
More likely than not—by experience—this might not be reparable, since the soldering joints more often than not take conducting path with it, making it unsafe to repair.
But you could still use it with an external rx sat, then, would just have to finally remove the receiver board from inside and cut the connecting pins, so it/they can not interfere.
We can check the VBar for you, please open a service request at www.vstabi.info/devices (My Devices) if you want us to. Just to make sure there's nothing else, and maybe to cleanly remove the receiver board and/or offer a replacement (imo the better choice, over a sat). You could still use this NEO with 3rd party radios, though, if still OK otherwise, or with an rx sat, for wireless simulator use.
