Neo vlink can't connect to Vbar control manager

I am trying every way possible with no luck. I plug in boot plug and USB then power up and I get a faster flashing white light.

If I plug in without the boot plug it starts with a blue flash and the. Goes to green -red.

Either way the Vbar control manager does not recogniz it. When I look in my device manager I find it under USB as virtual flybarless controller , updating driver does nothing

OK - which OS is it? Windows 10 with Creator Update?
