600 nitro Governor setup

Hi
I have My nitro setup bank one -1700 rpm bank Two -1850 bank Three-2100
all three bank work like they are suppose to work.
But When I switch from bank 1 to bank 2 I can hear the rpm drop and hear Bank 3 go up a little bit.
Bank 1 act like it has a fix rpm without any adjustment. I change the rpm for bank 1` but it stay the same?
bank 1 and bank 2 and bank 3 They Should Sound{ low for 1} {med for 2} {high for 3}
Vbar governor being used
NEO being used.
Vcontrol being used

This is because it is doing more than 1700 rpm in bank 1 in hover. Changing the rpm in bank 1 won't make in difference as its a direct throttle ungoverned.

Ok - makes sense ;-)

in this case set up basic throttle (for throttle point az zero coll) and collective ad (for the full collective point) as you like for the ungoverned bank.
